    The Council of Governors (CoG) invites passionate and qualified individuals to apply for an exciting Legal Internship opportunity based in Nairobi. This opportunity is ideal for recent law graduates looking to gain valuable hands-on experience in legal affairs, legislative review, and intergovernmental processes within a reputable national institution.

    About the Council of Governors

    The Council of Governors (CoG) was established under Section 19 of the Intergovernmental Relations Act, 2012. Its primary role is to serve as a consultative forum for County Governments, ensuring effective collaboration and coordination between counties and the national government. The CoG is mandated to:

    • Promote inter-county consultation and collaboration.
    • Facilitate information sharing on the performance of County Governments.
    • Drive capacity building among Governors.
    • Serve as a platform for discussing matters of national and county interests through intergovernmental forums.

    To fulfill its objectives effectively, the CoG operates through specialized sectoral committees and departments, one of which is the Legal Department—a crucial component for advising on legislative and policy issues impacting county governance.

    To strengthen this department, the Council seeks to recruit a highly motivated intern for a six-month engagement.


    Legal Internship – 1 Position (Nairobi)

    Legal Officer, Council of Governors

    Duration:

    Six (6) Months

    Workstation:

    Nairobi

    Key Responsibilities

    As a Legal Intern, you will support the Legal Department in its day-to-day operations and contribute to the Council’s broader objectives by undertaking the following tasks:

    • Assist in monitoring and reviewing Bills presented in both the Senate and National Assembly, analyzing implications for County Governments.
    • Monitor Hansards and Order Papers from Parliament to track discussions and outcomes relevant to devolution and county affairs.
    • Assist in monitoring and reviewing notices and content in the Kenya Gazette related to legal and intergovernmental matters.
    • Coordinate logistics for Legal Department meetings and other official Council forums.
    • Support follow-ups on Council meetings, including the Summit and the Intergovernmental Budget and Economic Council (IBEC) meetings.
    • Update and maintain the schedule of legal cases; prepare briefs for internal legal consultations.
    • Conduct legal research and compile comprehensive legal briefs and reports on current and emerging legal issues affecting county governments.
    • Maintain a well-organized system of legal documentation and files.
    • Participate in the preparation and documentation of bi-weekly legal committee meetings, including taking and compiling minutes.
    • Conduct research on contemporary issues related to devolution, governance, and legislative reforms.
    • Assist in drafting press statements in collaboration with the Communication Department.
    • Monitor media reports on legal matters affecting the Council and develop a status matrix on ongoing or resolved issues.
    • Support the overall implementation of the Legal Department’s workplan, contributing ideas and solutions to ongoing initiatives.
    • Perform any other lawful duties as may be assigned by the supervisor.

    Preferred Candidate Profile

    The ideal candidate should meet the following requirements:

    • Hold a Bachelor’s Degree in Law (LLB) from a recognized university.
    • Not currently enrolled at the Kenya School of Law.
    • Possess a valid Certificate in Computer Applications.
    • Demonstrate experience in legal research and policy interpretation.
    • Be well-versed in English and Kiswahili, with excellent written and oral communication skills.
    • Be highly organized, detail-oriented, and able to manage multiple tasks under minimal supervision.
    • Be a team player with good interpersonal skills, but also capable of working independently.
